On Thursday, the Minnesota Office of Cannabis Management announced its intent to adopt expedited rules without a public hearing. According to the OCM, the expedited rules are “designed to regulate the adult-use cannabis, medical cannabis, hemp-derived consumer products, and lower-potency hemp derived edibles markets in Minnesota,” and will cover “all parts of a licensee’s activities, including application, cultivation, manufacture, packing, labeling, transportation, sale, delivery, record-keeping, testing, and office processes for oversight and enforcement.”

The public comment period for the proposed rules will open on January 13, 2025, and close at 4:30pm on February 12, 2025. During that time, members of the public can submit written comments in support of or in opposition to the proposed expedited rules to online via the Office of Administrative Hearings Rulemaking eComments website, by U.S. mail to the Office of Administrative Hearings, 600 North Robert Street, P.O. Box 64620, St. Paul, Minnesota 55164-0620, or by fax to 651-539-0310.

Of note, the license application process window for both Social Equity Applicants and General Applicants is now anticipated to open on February 18, 2025, and close on March 14, 2025.
